Hizbul Mujahideen meaning party of  holy warriors was founded by Muhammad Ahsan Dar in September 1989, is a Kashmiri separatist group. It is designated a terrorist organisation by India and European Union  . After the visit of Prime minister Modi to US also recognised the threat of Hizbul Mujahideen and its contribution for spreading terrorism in the world.

Most of its member are  member of Jemaat e-islami a terrorist organisation.  Hizbul Majahideen is funded by Pakistan government to create the instability in valley . Pakistan budget gave separate funding to Hizbul Mujahidden for arms and training with the help of Pakistan intelligence agency ISI.

Reason behind the funding that once Salahuddin said that “We are fighting Pakistan’s was in Kashmir and if it withdraws its support, the war would be fought inside Pakistan”.

Then Pakistan has no other choice to defend the Salahuddin.

The Making of Terrorism in Pakistan: Historical and Social Roots of Extremism by Eamon Murphy  gave detail about the function of Hizb association with terrorist activity .

Syed Mohammed Yusuf Shah, popularly known as Syed Salahudeen, is the head of Hizb-ul-Mujahideen, a Kashmir-based terrorist group operating in Kashmir, and head of an alliance of anti-India militant groups, the United Jihad Council, that works to annex the Indian state of Jammu and Kashmir to Pakistan . Salahuddin vowed to block any peaceful resolution to the Kashmir conflict, threatened to train more Kashmiri suicide bombers, and vowed to turn the Kashmir valley “into a graveyard for Indian forces.” He is listed on the NIA Most Wanted list.On 26 June 2017 He was named as a Specially Designated Global Terrorist by the US Department Of State.

On June the 26th, 2017 the US Department of State has designated Mohammad Yusuf Shah, also known as (AKA) Syed Salahuddin, as a Specially Designated Global Terrorist (SDGT) under Section 1(b) of Executive Order (E.O.) 13224, which imposes sanctions on foreign persons who have committed, or pose a significant risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States. As a consequence of this designation, U.S. persons are generally prohibited from engaging in transactions with Salahuddin and all of Salahuddin’s property and interests in property subject to United States jurisdiction are blocked. In September, 2016, Salahuddin vowed to block any peaceful resolution to the Kashmir conflict, threatened to train more Kashmiri suicide bombers, and vowed to turn the Kashmir valley “into a graveyard for Indian forces.” Under Salahuddin’s tenure as senior HM leader, HM has claimed responsibility for several attacks, including the April 2014 explosives attack in Indian-administered Jammu and Kashmir, which injured 17 people.

Salahuddin have the suicide bombers and vowed to convert the valley into  graveyard for Indian Soldiers and Jammu & Kashmir people.

He initially want to join Indian Civil service but after that join Madrasa. He is married, with five sons. His oldest son, Shakeel Yousuf, works as a medical assistant at Srinagar’s Sher-i-Kashmir Institute of Medical Sciences, second son Javed Yousuf works in the Education Department as computer operator, while Shahid Yousuf is a Research Fellow at the Sher-i-Kashmir University of Agricultural Science and Technology. Shah’s fourth son, Wahid Yusuf, is a doctor at Sher-i-Kashmir Institute of Medical Sciences. Mueed Yusuf, the youngest of Shah’s sons, is working at Entrepreneurship Development Institute (EDI), Srinagar, Kashmir.

Now Pakistan described as “completely unjustified” the US’ designation of Hizbul Mujahideen leader Syed Salahuddin as a global terrorist and said it will continue its “political, diplomatic and moral support for … the Kashmiri people”.

The spokesman said Pakistan had demonstrated its “long-standing commitment of combating terrorism in all its forms and manifestations”.

The spokesman came out strongly in support of the separatist campaign in Jammu and Kashmir which has left thousands dead since 1989. India says the separatists are armed, funded and trained by Pakistan, a charge Islamabad denies.

Accusing the Indian security forces and the government of unleashing terror in Jammu and Kashmir, the statement said “the Kashmiris remain undeterred and unbowed.

“Pakistan shall continue to extend political, diplomatic and moral support for the just struggle of the Kashmiri people for the realization of the right to self-determination and the peaceful resolution of the Jammu and Kashmir dispute in accordance with UN Security Council Resolutions.”
